    PSUWA 2008 May 12 Update

    CONGRATULATIONS!

    The turn out at last week's statewide Stop Work Meetings was overwhelming - almost 3000 Public Sector Union members stopped work to pass a very clear message to the Government.

    Southern Cross Care Industrial Action Is Suspended

    At 1.00pm today, HACSU representatives met with Southern Cross Care management in an attempt to improve the orginal Wages and Conditions Offer that members have previously over whelming rejected.

    Southern Cross Care management has shifted from their original offer, which HACSU will present to members for their consideration at meetings to be advised.

    Until these statewide meetings can be convened ALL CURRENT INDUSTRIAL ACTION IS SUSPENDED EFFECTIVE IMMEDIATELY.

    APHEDA is the overseas humanitarian aid arm of the Australian Council of Trade Unions (ACTU).APHEDA assists with projects in South East Asia, the Pacific, the Middle East and Southern Africa, working through partners to deliver training in vocational skills, health and workers' rights so women and men may have decent work which provides a living wage, reasonable conditions and safe workplace. Our international program seeks to empower women and men in developing countries so they and their families might live with their human rights respected, both in their workplace and their society.

    HACSU members are being advised by Management that they must comply with duties in their position descriptions and tasks lists during this period of industrial action. These requests by Management can be classed as a form of harassment.

    No Joy For Workers Who Receive Salary Maintenance

    STATEWIDE DELEGATES APPROVE FURTHER INDUSTRIAL ACTION

    In late August 2007 the Department of Health Human Services put out a new policy called "Managing Displaced Employees Policy". This policy was put in place without any consultation with staff or their unions. The policy ignored what had been custom and practice and severely disadvantaged employees who will lose take home pay as a result of a restructure.

    Nurses Public Sector Wages and Conditions Outcomes

    Following a last minute intervention by the Premier on 20 November 2007, HACSU has been able to secure an agreement we are currently recommending to members.

    This agreement follows extensive discussions with Government over recent months. The agreement provides for fair increases to Wages and Conditions as well as an appropriate mechanism to review the current NHPPD Model whilst protecting the integrity of the model in the interim.

    Public Sector Nurses EBA Membership Meetings

    Late last week HACSU advised members that the State Government had "in general terms" revised their offer of the proposed Enterprise Agreement and would be in a position to restart negotiations as of Monday this week.

    Following the outcome of those negotiations HACSU has scheduled membership meetings to provide members with a comprehensive overview of the revised offer from the State Government.

    Public Sector Nurses Revised Offer

    Today, the Government put a further position to Unions on the offer which they have advised will be the subject of further negotiations over the coming week.

    GOVERNMENT FAILS TO RESOLVE DISPUTE

    Last night HACSU met with State Government negotiators in a final last bid attempt to resolve the current dispute regarding Nurse Wages and Conditions.

    PSUWA 07 Second Update Oct

    Hundreds of members took the time to attend meetings around the state over the past few weeks. They indicated strong support for the process Public Sector Unions were undertaking to address classification standards and unanimously endorsed a log of claims (see attached bulletin) that will see the changes through to implemementation.

    Unions have a meeting scheduled with the Government on November 2nd to progress the claim. If supported by Government a package could be put to members by the end of November and voted on in early December.

    Earlier this week HASCU advised members that the negotiations with the State Government on your Enterprise Agreement had broken down.

    The ANF, directly following the negotiations imposed work bans across the State, these bans should continue to be supported by HACSU members.

    HACSU has scheduled membership meetings for next week to consider joining the ANF in pursuit of a better deal for Nurses.

    Public Sector Nurses Enterprise Bargaining Negotiations Break Down

    On Monday 8 October 2007 HACSU again met with Government representatives regarding the negotiation of your Collective Agreement.

    HACSU had previously met and outlined to Government negotiators that the offer put by them to address Nurses Wages and Conditions was not acceptable.

    Previously members had advised HACSU that further information with regard to their offer was required. However, the Wages and Conditions matters, particularly the Governments demand that any outcome would be contingent on Unions agreeing to the removal of the NHPPD model was completely unacceptable.

    Following the commencement of statewide industrial action yesterday over the refusal of the State Government to recognise the hardship caused to members by restructuring work practice which cut take home pay, the Department lodged a dispute application in the Tasmanian Industrial Commission seeking orders to have the bans immediately lifted.

    Federal Governments plan for Public Hospitals

    Minister Abbott Gives Tasmanian Health Sector Workers Another Good Reason to Fear the Re-Election of a Howard Government

    The Federal Health Minister, Tony Abbott, has announced that a re-elected Howard Government would hand the running of Australia's 750 public hospitals over to local community boards.

    He indicated that if the state Governments didn't agree the Federal Government would cut their funding to public hospitals.

    The University Department of Rural Health, Tasmania is privileged to have Dr. Gerald Doeksen, Regents Professor and Extension Economist for the Department of Agricultural Economics, Oklahoma State Univisity, USA, visiting in early February.

    Rights Watch: Expose injustice in the workplace

    Diabetes Australia Tasmania terminated a members employment on the basis of desertion of employment. The member concern had arrange to go overseas in December 2004 and had made the booking in January 2004.     Health Professionals Backbone to our Health System
    This week HACSU launched a campaign on behalf of Public Sector Health Professional members to address long standing problems across the Health Professional Workforce.     Public Sector Unions Wages Agreement Approved by Commission
    Today (22 April 2004) the Tasmanian Industrial Commission approved the registration of the Public Sector Unions Wages Agreement. The first payment of 3.5% or $20 will be paid to employees shortly. This increase will be backdated to the first full pay period on or after 1 January 2004. The Agreement is by far the most comprehensive ever negotiated for public sector members. In addition to the 14% wage increase, a number of important conditions and work related matters have been addressed such as excessive workload, measures to deal with bullying and harassment and change management.

    Following the announcement of OneCare to provide management services to Eliza Purton Nursing Home and Coroneagh Park early in the year, OneCare Management has subsequently investigated the financial situation of Eliza Purton Nursing Home, as a result of the Commonwealth Department of Health and Ageing placing Sanctions on the Home for inaccurate appraisals of the care required by clients, which directly affected the amount of Federal funding the Home was entitled to receive.

    Peace Coalition Protest Today
    The Peace Coalition has organised an immediate protest if the USA attacks Iraq. The Australian Cabinet has met and decided to participate in the military attack on Iraq - effectively a declaration of war. Those that are opposed to this action should gather on 18 March 2003 at Franklin Square in Hobart between 4.30 pm and 6 pm. People should bring posters and banners, candles and drums, and join together with millions of people around the world to show that there is widespread dissent for this war. Lynne Fitzgerald of Unions Tasmania says that 'by joining together we can declare our opposition to the war on Iraq. We look to other solutions than a USA invasion of Iraq'.

    St Lukes Hospital Agrees to Pay Post Graduate Allowance
    The dispute with St Lukes Private Hospital has been resolved when St Lukes agreed to pay, including full back pay, all Nurses holding Post Graduate qualifications that include a Hospital/Graduate Certificate.

    Urgent Information for RBF Contributors
    HACSU Members are advised that if you are a Public Sector Employee and a member of the RBF contributory scheme that the cost of purchasing back years of service is to significantly increase on the 1st April 2003. HACSU and the RBF have established a number of Seminars across the State to advise members of the changes. Any member wishing to buy back service should express an interest in doing so before 1 April.     Peace Coalition Organises Vigils and Day of Action
    The peace coalition was formed on 8 Sept 2002 in response to a growing concern amongst Tasmanians over the threat by the United States, supported to date by the Australian Government, of a pre-emptive strike and war on Iraq and its people. A rally will be held on Saturday 15 February 2003 from Franklin Square Hobart at 11.30 am and marching to Parliament Lawns by 12 Noon. Additionally a series of peace vigils have been organised with the next vigil to be held on Friday 14 February at Franklin Square Hobart between 5 pm and 6.30 pm. Further vigils will be held at the same location and time on Friday 21 February and Friday 28 February.

    Labor Party Calls on Federal Govt to Protect Firefighters
    The Labor Party seeks for the Federal Government to support their Bill that was originally introduced into Parliament in Oct 2002. This Bill provided protection for volunteer firefighters against dismissal whilst engaged in volunteer fire fighting and to enable the Australian Industrial Relations Commission to grant paid emergency leave as part of an Award.

    National Wage Case News
    Each year the ACTU submits a claim for a wage increase for those employees who have not secured an increase through Enterprise Bargaining. The ACTU have claimed $24.60 per week for these employees and this will be arbitrated by the Australian Industrial Relations Commission. Significantly, this year all of the State and Territory Governments, whilst noting the ACTU claim, ask that the Commission grant an increase of $18 per week in the minimum wage and all minimum award rates. The State and Territory Governments submit that $18 is a sustainable amount that is reasonable based on the current state of the economy as well as the need to establish a balance between economic concerns and the needs of the lowest paid workers.

    HACSU Wins Payment of Unpaid Superannuation
    Recently HACSU made an application to the Tasmanian Industrial Commission regarding the refusal of an Employer, who has employees employed under the Community Services Award (CSA), to provide remuneration and conditions of employment in accordance with the award to 3 employees and in particular the non payment of Superannuation. This resulted in an Order from the Commission for the three employees to receive a combined total of over $6500

    Unions Tasmania has recently provided for a postion on Council to be filled by an indigenous union member.This decision by Unions Tasmania mirrors the arrangement in place at a National Level with the ACTU.     Industrial Action imminent in Dept of Health on Uniforms for Mental Health Staff
    HACSU members employed in Mental Health in the Department of Health and Human Services (DHHS) met on Friday 13 December 2002 to consider the Departmental decision not to provide a uniform or pay a uniform allowance. The Dept is further considering its position, particularly the health and safety requirements and will advise HACSU on 19 December 2002. Members will therefore remeet on 20 December 2002. Industrial action will be considered at this meeting if the Dept fails to reverse the current decision.

    Mayne Health Commits to Protect Employee Entitlements if Hospital Sold
    In a meeting between HACSU Officers and Martin Nally (National Personnel Director) and Neil Beer (State Director of Hospitals) held on Tuesday 3rd December HACSU was given a firm commitment that in the event that Mayne sold or withdrew from their Tasmanian operations there would be a process put in place which guarantees all employee’s entitlements.

    How much physical activity is undertaken in your workplace? Complete the Survey
    The Premiers Physical Activity Council is currently undertaking a survey which aims to gather accurate information on workplace physical activity. Unions Tasmania have agreed to support the survey by distributing to union members. The information obtained will inform the Council in their campaign of encouraging regular physical activity both at workplaces and incorporated into a normal working day.

    Psychologists employed by the Department of Health and Human services recently attended meetings across the State to discuss issues relating to career structures and vacancies. Members endorsed a campaign of industrial bans and limitations to commence immediately after 11/10/02 if the Department does not agree to appoint a Senior Clinical Psychologist in the Northern Region.

    Government agrees to increase Nursing Numbers in Public Hospitals
    HACSU attended a further report back hearing in the Australian Industrial Relations Commission on 1 Oct 2002. At the hearing the DHHS advised that Government had considered the content of Alan Jones' report into the NHPPD model for application in Tasmanias Public Hospital System and that Government is prepared to adopt the recommended increase of nursing numbers as outlined in the report.

    Nursing Hours Report Finally Released
    The report by the Department's consultant (Mr Allan Jones)was finally released on 2 September 2002 following a broad consultative process with Nurses in Public Hospitals across the state. The report indicates that an increase of 50 to 60 full time nurses is required in Tasmania's public hospitals and was discussed before the Australian Industrial Relations Commission on Thursday 5 September 2002.

    Hacsu Members in Disabilities Commence Close-Call (Sleepover) Campaign
    HACSU has commenced a campaign to improve the sleepover provisions of the Disability Service Providers Award. The campaign will seek an increase in the allowance to $100 per sleepover and an improvement in disturbance definitions and facilities. HACSU is also seeking to have the clause retitled to Close On Call to reflect the true nature of the work.
